What Do PL1 Through PL5 Mean in Wildland Fire—and Why Travelers Should Care

Wildland fire Preparedness Levels run from PL1 to PL5 and help describe how active the fire environment is and how heavily firefighting resources are committed. They aren't a direct danger scale, but understanding them. How using tools like Watch Duty and WeatherBug can help you make better decisions when traveling through fire country.

What Do PL1 Through PL5 Mean in Wildland Fire and Why Travelers Should Care


If you spend much time around wildland fire, eventually you will hear someone say something like, “We’re at PL4,” or “National just went to PL5.” Inside the fire world, most people have a general understanding of what that means. Outside of it, the number can sound like some sort of wildfire DEFCON system where PL5 means everything is burning and nobody should travel.

That is not really what Preparedness Levels mean.

Wildland fire Preparedness Levels, usually shortened to PLs, run from PL1 through PL5. The National Multi-Agency Coordination Group uses them to describe the overall national fire environment based on fire activity, fuel and weather conditions, and the availability of firefighting resources. As the levels increase, more crews, engines, aircraft, incident management personnel, heavy equipment, and support resources are committed around the country. [1]

The resource side of that definition is especially important. You can have a very dangerous wildfire somewhere in the country while the National Preparedness Level is only PL1 or PL2. You can also be hundreds of miles from any major fire while the country is at PL5. Preparedness Levels tell you how busy and committed the larger wildland fire system is; they do not tell you whether your specific campsite, hotel, highway, or vacation destination is safe.

That distinction is also why I think Preparedness Levels are useful to understand even if you have nothing to do with wildland firefighting. If you travel during fire season, they can give you a little more context about what is happening around the country and tell you when it might be worth taking a closer look at the area you are heading into.

PL1 — The System Has Plenty of Capacity

At Preparedness Level 1, geographic areas are generally handling incidents with their own local resources and there is little need for national support. There is also relatively little risk involved in sending resources from one geographic area to another because the overall system has plenty of capacity available. [1]

That does not mean there are no wildfires. Somewhere in the country, a local department or wildland crew can still be dealing with a serious incident. The difference is that the national system is not being stretched very hard.

For travel purposes, PL1 by itself is not something that would change my plans. I would still want to know whether there was a fire near the place I was visiting, especially if I was camping or traveling somewhere rural, but the national number alone would not concern me.

PL2 — Activity Is Beginning to Increase

At Preparedness Level 2, active geographic areas may begin requiring resources from outside their own region, but national capability is still fairly stable. Crews, engines, aircraft, and other resources may begin moving farther from home to support areas with increasing fire activity. [1]

From a travel perspective, the important question is still where that activity is occurring. If the country is at PL2 because fires are increasing in another part of the United States, that may have no effect on the trip I am planning. If I am traveling directly into one of the areas seeing increased activity, then the PL becomes one more piece of information telling me to look at what is happening locally before I leave.

PL3 — Things Are Getting Busy

Preparedness Level 3 is where the national picture starts getting significantly busier. Resources are being mobilized nationally to support active geographic areas, and national priorities begin to matter because multiple regions may be competing for the same shared resources. [1]

At this point, crews, engines, aircraft, dispatchers, incident management personnel, and other resources may be moving considerable distances across the country. A fire can request a certain type of resource and find that it is already committed somewhere else, which makes resource availability a much larger part of the planning process.

For someone traveling into an area with active fires, this is where I would start spending a little more time looking at conditions before leaving. I would want to know where the fires are in relation to my destination and route, whether there are closures, what the weather is doing, and whether smoke is likely to become an issue.

PL4 — Resources Are Heavily Committed

At Preparedness Level 4, national firefighting resources are heavily committed. Resources are regularly moving longer distances between geographic areas, national priorities are determining where many of those resources go, and areas with relatively little fire activity may still be sending substantial resources elsewhere. [1]

For someone working in wildland fire, PL4 gets your attention because it tells you that the overall system is busy. For a traveler, I think it should get your attention in a different way. It does not mean you should immediately cancel a trip, but if you are already planning to travel through an area experiencing fires, this is a good time to understand exactly what is happening.

Roads may be closed, national forest access may be restricted, campgrounds or recreation sites may be affected, and smoke may become an issue well outside the actual fire perimeter. Under the wrong weather conditions, an incident that did not seem particularly significant when you started planning your trip can look very different a few days later. 

PL5 — The National Fire System Is Extremely Busy

Preparedness Level 5 is the highest level. At PL5, national firefighting resources are heavily committed, active geographic areas may need additional measures to sustain operations, and even areas with relatively low activity may be approaching minimum resource levels because so many people and pieces of equipment have been committed elsewhere. [1]

This is where one of the biggest misconceptions about the PL system comes into play. PL5 does not mean the entire country is on fire. It means the national wildland fire response system is operating under an extremely high level of demand.

You could be sitting somewhere with beautiful weather and no wildfire for hundreds of miles while the National Preparedness Level is at five. At the same time, you could be near a dangerous local wildfire while the national level is only two.

That is why I look at Preparedness Levels as context rather than a direct measure of personal danger.

National PL Is Only Part of the Picture

The national level is not the only Preparedness Level that exists. Geographic areas also operate at their own preparedness levels, and those can give you a better understanding of what is happening in the part of the country you are actually visiting. NIFC publishes the Preparedness Levels for the different Geographic Area Coordination Centers in addition to the National Preparedness Level. [2]

That matters because fire activity moves around the country throughout the year. One region can be extremely busy while another has very little going on.

I have seen wildland fire in very different environments and the location changes almost everything. The fuels are different, the terrain is different, weather is different, and the problems crews face can be completely different. A single national number cannot possibly tell you all of that.

For a traveler, that means the National Preparedness Level is a good place to start, but it should not be where your research ends.

What This Means if You Are Traveling

The biggest reason I think travelers should understand Preparedness Levels is that a higher level can serve as a reminder to spend a little more time checking conditions if you are traveling through fire country.

Your destination may not even be the biggest problem. Sometimes your route is.

A town can be perfectly safe while a wildfire closes the highway you planned to use to reach it. Forest roads, campgrounds, trail systems, and recreation areas can close. Smoke can reduce visibility along highways far from active flames. Evacuations can also put a large amount of traffic onto rural roads that normally do not see much traffic.

If there is significant wildfire activity near where I am traveling, I do not assume the route I looked at three days ago is still going to be available when I leave. I want to check again before I get on the road.

I was in Flagstaff Arizona when the Pocket Fire was looming near Sedona. Basically all of Flagstaff was clouded by smoke. Most restaurants canceled outdoor seating due to the air quality. Some closed up shop all together. 

InciWeb is one official source worth checking. Incident pages can provide maps, announcements, closures, photographs, contact information, and other incident-specific information. NIFC specifically points the public toward InciWeb for current information about active incidents. [3]

Watch Duty Has Become One of My Favorite Tools

One of the apps I personally use for keeping track of wildfires is Watch Duty.

The biggest reason I like it is that it puts a lot of wildfire information into a format that is easy to understand quickly. If I am interested in an area, I can pull up the map and get a much better idea of where incidents are in relation to roads, towns, and places I may be traveling.

Watch Duty also supports notifications for counties you select, which is particularly useful when you are spending several days somewhere. Instead of repeatedly opening the app and checking for new fires, you can have incident notifications pushed to your phone. [4]

For travel, that means I can arrive somewhere, add the area I care about, and have another source of situational awareness running in the background while I am doing whatever I actually traveled there to do.

Where Watch Duty has become particularly interesting to me, though, is in the additional environmental information it now offers.

Watch Duty Can Track Wind, Humidity, and Air Quality

Watch Duty includes map layers for weather stations and Air Quality Index, or AQI, information. It also allows users to create personalized alerts based on environmental conditions.

For example, you can select a weather station and set an alert when the wind or relative humidity reaches a threshold you choose. You can also select an AQI sensor and have Watch Duty notify you when air quality passes a threshold that matters to you. [5]

That has obvious applications around wildfire.

If I am staying somewhere with fires in the general area, I may be just as interested in what the wind is doing as I am in the fire perimeter itself. A shift in wind direction can change where smoke is going, and strong winds combined with low relative humidity can contribute to more difficult fire conditions.

The AQI layer is also useful because Watch Duty uses PurpleAir sensor information with a wildfire-smoke correction designed to better align the readings with EPA PM2.5 standards. The app presents AQI values using the familiar color scale ranging from green through maroon. [6]

For the average traveler, that can be a lot more useful than simply knowing there is a fire somewhere nearby.

Maybe the fire is fifty miles away and is not a threat to your destination at all, but smoke has settled into the valley where you planned to spend the day hiking. That can still have a major impact on your trip.

WeatherBug Gives Me Another Side of the Picture

I also use WeatherBug, but for a somewhat different reason.

Watch Duty is where I tend to look first when I am interested in the actual fires. WeatherBug gives me more of the weather picture surrounding them. I can look at wind, humidity, radar, precipitation, temperature, air quality, weather alerts, and other environmental information from the same general interface. [7]

One of the things I specifically pay attention to during fire season is fire weather.

WeatherBug carries National Weather Service alerts, including Fire Weather Watches and Red Flag Warnings. A Red Flag Warning generally means critical fire-weather conditions are occurring or expected shortly, often involving some combination of strong winds, low relative humidity, warm temperatures, and dry fuels. A Fire Weather Watch means those critical conditions are possible in the forecast period. [8]

Those alerts are useful even when there is not currently a large wildfire anywhere near you.

If I am camping somewhere and the area goes under a Red Flag Warning, that is information I want to know. It can affect whether fires are allowed, how cautious everyone needs to be with anything capable of creating a spark, and how quickly a new ignition could potentially become a problem.

For an existing wildfire, the same information helps give context to what I am seeing in an incident app. A fire twenty miles away under light winds and higher humidity presents a different picture than that same fire with strong winds and extremely low relative humidity expected later in the afternoon.

I am not trying to make tactical fire-behavior predictions from a consumer weather app. That is not what WeatherBug is for. I am using it to understand the general environment around where I am traveling.

Air Quality May Matter More to Your Vacation Than the Fire

Air quality is one of the wildfire impacts I think travelers overlook the most. Like the Flagstaff trip I mentioned. You do not have to be anywhere near the fireline for smoke to affect a trip. Smoke can travel tremendous distances and settle into areas that are otherwise completely safe from the fire itself. Now, I was there as a firefighter, but Flagstaff is a very popular destination for those taking in the mountain air, traveling to the Grand Canyon, or just enjoying Flagstaff itself.

WeatherBug provides an air-quality map as well as local air-quality information. Its air-quality reports can include pollutants such as PM2.5, PM10, and ozone, giving you more information than simply looking outside and deciding whether the sky seems smoky. [9]

For wildfire smoke, PM2.5 is particularly worth paying attention to because those fine particles are a major component of smoke and can travel deep into the respiratory system.

From a travel standpoint, this can completely change how I look at conditions. A campground may be open, every road may be open, and the nearest fire might be nowhere near the area. That does not necessarily mean it is going to be a pleasant day to hike if smoke has pushed the AQI into unhealthy territory.

This is where having both Watch Duty and WeatherBug becomes useful to me. Watch Duty can show me what the actual fires are doing while both apps can help me keep an eye on air quality, and WeatherBug gives me another look at the broader weather situation.

Your Phone Is Great Until You Lose Service

All of these apps are incredibly useful, but they also create an easy trap: assuming your phone is always going to have a connection.

Wildfires frequently happen in the exact kinds of places where cellular service can already be questionable. Mountain roads, forests, deserts, rural highways, and remote recreation areas are not always known for having fantastic 5G coverage.

That is why I like to prepare for losing service before I need to.

Downloading offline maps is one of the easiest things you can do. I also like having hotel information, addresses, reservation numbers, and other important information available on the phone without needing an internet connection. If I know I am traveling through a particularly remote area, screenshots can be useful for information I might otherwise have to load from a website later.

A power bank also has a permanent place in my travel gear. When your phone is acting as your map, weather station, wildfire monitor, hotel reservation, communication device, camera, and source of emergency information, letting it die becomes a very preventable problem.

None of this requires turning a vacation into a survival exercise. It is just giving yourself a little margin when you are traveling somewhere where things may not work exactly like they do at home.

Apps Are Tools, Not the Final Authority

As much as I like Watch Duty and WeatherBug, I would never treat either app as the only source of information during an actual emergency.

If local authorities issue an evacuation order, that is what matters. If a highway agency says a road is closed, I am not driving toward the closure because another app still shows the road on the map. When an active wildfire could actually affect my safety, I want information from the agencies responsible for that incident and area.

Watch Duty itself gathers information from a range of official and public sources, and InciWeb remains an important place to look for official incident information. [3][10]

I think of apps as a way to build situational awareness. They help me understand that something is happening, where it is happening, and whether I need to pay more attention. Official agencies are where I look when I need to know what I am actually supposed to do.

Do Not Forget About Fuel and the Vehicle

If I am traveling through an area with active wildfire, I also do not like running the vehicle close to empty.

A route can change quickly. A highway closure might turn what should have been a short drive into a significant detour. Gas stations in remote areas can be spread pretty far apart even when everything is operating normally, and a power outage or evacuation can create additional problems.

I am not talking about carrying enough fuel to cross the Mojave without stopping. I simply do not want the low-fuel warning light to become part of my contingency plan.

The same idea applies to water, charging cables, batteries, and other basic travel gear. A little preparation gives you options when something does not go according to plan.

Preparedness Levels Are Context, Not a Reason to Panic

That is ultimately how I think travelers should look at PL1 through PL5.

A National Preparedness Level of four or five does not mean you need to cancel your vacation. It tells you the national wildland fire system is extremely busy, resources are heavily committed, and you may want to look a little more closely at the area you are visiting if there are active fires nearby.

A PL1 or PL2 does not mean you can ignore a wildfire burning ten miles from your campground either.

The national PL gives you the big picture. Local incident information tells you what is happening around your destination. Watch Duty can help you keep track of fires, wind, humidity, and air quality. WeatherBug can give you weather information, Red Flag Warnings, Fire Weather Watches, air-quality conditions, and another view of what may be developing around you.

Used together, that is a substantial amount of information available from a phone that fits in your pocket.

The goal is not to spend your entire vacation staring at wildfire maps. The goal is to have enough information that you can make a reasonable decision, put the phone back in your pocket, and enjoy where you went.

Check the fires. Check the weather. Check the air quality. Make sure the roads are open. Download what you need before you lose service, keep your phone charged, and leave yourself enough fuel to deal with an unexpected detour.

Then go enjoy the trip.
